The #CAPIS Observatory is pleased to announce the Call for Abstracts for the conference “Italy and the EU Post-NGEU: What Lies Ahead” jointly organised with the SISP Standing Group on Public Administration & Policie and to be held on 20–21 November 2026 in Padova.

As the NGEU/RRF cycle winds down and the EU negotiates the 2028–2034 Multiannual Financial Framework, Italy — the largest RRF beneficiary — offers a critical vantage point on what comes next. Growth has returned to the Mezzogiorno, but big questions remain: Is it structural? Can institutions sustain it once funding ends? What does this mean for the EU’s democratic, territorial and social model?

The #CAPIS Observatory invites scholars and researchers from political science, public administration, political economy and EU studies to contribute to this discussion on the future of public administration in the post-NGEU era. Papers are welcome on:

🔹 RRF-driven growth: structural or temporary?
🔹 Cohesion Policy vs. RRF implementation
🔹 National and Regional Partnership Plans & territorial democracy
🔹 ESF, EU4Health & rights-based social investment
🔹 Territorial disparities & democratic legitimacy in the MFF negotiation process
🔹 Efficiency and effectiveness gained through the new funding architecture

The programme will include a dedicated early career researchers session and one focused on dialogue with policymakers.
